Cyprus faces a critical challenge: over 40% of graduates cannot secure employment matching their qualifications while businesses struggle to find skilled workers. At the heart lies a data problem. MESY relies on manual analysis of fragmented survey data from CYGraduates, CYEmployers, and EUROGRADUATE, requiring months to generate insights. This prevents targeted policy interventions, leaving skills gaps unaddressed until they become crises. We propose a transformative solution: an AI-powered three-layer system using Model Context Protocol infrastructure converting months of manual work into days of automated intelligence. Layer 1 ingests and harmonizes multi-source data. Layer 2 deploys specialized agents. Predictive Analytics (5-year forecasting), Skills Intelligence (real-time tracking), Gap Analysis (mismatch quantification), Policy Recommendation (NLP briefs). Layer 3 delivers insights through stakeholder-specific dashboards, bringing value across the education-employment ecosystem. Phase A concentrates on ICT, most impacted by fast moving skills, delivering validated MCP infrastructure and MESY officer dashboard. Real-time insights enable targeted interventions: forecasting identifies emerging gaps, indicators pinpoint deficits, analysis reveals urgent curriculum needs. Phase B multiplies impact through three dashboards. Students/job seekers gain personalized pathways aligned with demand. HEIs receive tools showing which programs need modification. Employers access intelligence on talent availability and sector gaps. This multi-stakeholder approach transforms labor market intelligence into a dynamic ecosystem connecting education supply with employment demand in real-time. Our Azure foundation addresses AI challenges through validation agents, fairness frameworks, explainable architecture. Integration of emerging MCP standards demonstrates innovation while consumption-based pricing ensures sustainability. Real-time insights enable targeted policies addressing specific gaps.
